    OWL stands for the Web Ontology Language. It is not a programming language but a descriptive language (like HTML). OWL is specified by the World Wide Web consortium. You can find more information about OWL on the W3 web pages.

    Regarding search engines, most (if not all) of them today are not based on RDF nor OWL but on « simple » calculations of the degree of matching of a user query (keywords) with the content of web pages. See these articles for more information about how search engines work.
